To regulate the management of market procurement trade，According to Announcement No. 221 of the General Administration of Customs of 2019 (Announcement on Matters Related to the Revision of the Market Procurement Trade Supervision Measures and its Supervision Methods) (hereinafter referred to as Announcement No. 221)，The scope of application of the customs supervision method "market procurement" (code: 1039) is now extended to export commodities purchased in the above markets，Customs supervision related matters shall be handled in accordance with the provisions of Announcement No. 221。
The above contents shall be formally implemented after the acceptance of the identification system of market procurement commodities in the pilot area and the comprehensive market management system covering the operating entities of market procurement trade parties and the whole process of trade. The specific implementation date shall be separately issued by the customs of Tianjin, Shijiazhuang, Changchun, Harbin, Nanchang, Chongqing and Urumqi。
The specific implementation rules of customs supervision measures for market procurement trade shall be formulated and organized by the customs directly under the pilot area。
